Job Description
The National Transport and safety Authority was established through an Act of Parliament; Act Number 33 on 26th October 2012. The objective of forming the Authority was to harmonize the operations of the key road transport departments and help in effectively managing the road transport sub-sector and minimizing loss of lives through road crashes.
Director, Corporate Support Services
DIRECTOR, CORPORATE SUPPORT SERVICES (GRADE NTSA 2) – REF: NTSA/03/2022/01
Reporting to the Director General, the job holder will be responsible for ensuring the Authority continuously has the institutional capacity and capabilities necessary to deliver on its mandate. The Director shall oversee the following key functions – Human Resource & Administration and Finance.
Key Duties and Responsibilities
- Develop and oversee the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
- Develop the Authority’s budget and continuously monitor and evaluate its implementation;
- Give oversight to the Authority financial affairs and advise the Authority on financial planning strategies and policies;
- Ensure effective and efficient management of the Authority’s Resources including Finances and Assets;
- Ensure the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board;
- Negotiating with banks and donors for appropriate support;
- Give oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
- Ensure that current and future space and other facility needs are provided for;
- Provide oversight for effective records management operations;
- Oversee performance management system in the Authority;
- Participate in the development and review of the Institution’s strategic plan;
- Ensure compliance with labour laws, public, Public Financial Management Act, IPSAS and IFRS and ISO Standards;
- Review the Corporate Services business plans in line with the overall strategic objectives and government performance contract; and
- Oversee operations of HR and Administration and Finance departments.
Qualifications, Skills and Experience
- Master’s Degree in Human Resource Management, Finance, Government, Sociology, Business Administration, or any other relevant qualifications from a recognized institution;
- Bachelor’s degree in Social Sciences, Human Resource Management, Public Administration, Business Administration, Finance or a related field from a recognized institution;
- Possesses professional qualification either as a Certified Human Resource Professional (CHRP-K) or Certified Public Accountant (CPA-K);
- Membership to IHRM(K) or ICPAK;
- Attendance of a Leadership Course lasting not less than four (4) weeks from a recognized institution is an added advantage;
- Fifteen (15) years relevant work experience in finance, human resource, public
- administration, five (5) of which must have been at a senior management position in a comparable organization;
- Fulfil the requirements of Chapter 6 of the Constitution;

Deputy Director, Registration
EPUTY DIRECTOR, REGISTRATION (GRADE NTSA 3) – REF: NTSA/03/2022/02
Reporting to the Director, Registration and Licensing, the job holder is responsible for formulation of policies that ensure motor vehicle registration, transfer of motor vehicles and management of motor vehicle records is done in an efficient and effective way in compliance with the NTSA and Traffic Acts. The job holder is also responsible for management and administration of the department.
Key Duties and Responsibilities
- Provide strategic management and leadership in the department;
- Develop comprehensive annual work plan based on the strategic plan;
- Formulate strategies to ensure efficient and effective delivery of services;
- Coordinate and manage departmental meetings;
- Handle staff disciplinary issues;
- Monitor and report departmental revenue performance;
- Ensure compliance risks management (CRM) initiatives are aligned to the corporate compliance risks management policy and framework;
- Planning of Staff training and re training in line with identified skill gaps;
- Review staff performance appraisal reports;
- Oversee departmental performance management;
- Spearhead registration and transfer of motor vehicles in accordance with NTSA and Traffic Act;
- Oversee amendment of motor vehicle records in line with the NTSA and Traffic Acts;

- Facilitate availability of accountable documents (logbooks, third plate stickers and number plates) and oversee their efficient utilization;
- Review relevant operational reports;

- Prepare training plans for the department in line with identified skill gaps
Qualifications, Skills and Experience
- Bachelor’s Degree in Social Sciences, Business Administration, Economics, Commerce, Law, Engineering, Transport Management or a related field from a recognized institution;
- Master’s Degree in Social Sciences, Business Administration, Economics, Commerce, Law, Engineering, Transport Management or related field from a recognized institution;
- Diploma in Urban Transport Management and Planning from a recognized institution is an added advantage;
- Attendance of a Leadership Course lasting not less than four (4) weeks from a recognized institution is an added advantage;
- At least twelve (12) years relevant work experience, five (5) of which must have been at a senior management position in a comparable organization;

Principal Motor Vehicle Inspector
PRINCIPAL MOTOR VEHICLE INSPECTOR (GRADE NTSA 6) – REF: NTSA/03/2022/03
- Reporting to the Manager, Motor Vehicle Inspection the job holder is responsible for planning, organizing, administration and control of activities in a Motor Vehicle Inspection Centre.
Key Duties and Responsibilities
- In charge of a Motor Vehicle Inspection Centre;
- Supervision of officers within the Motor Vehicle Inspection Centre;
- Custodian of Inspection certificates and other accountable documents plus equipment used for vehicle inspection;
- Public relations between the Centre and the stakeholders (clients);
- Preparing memorandum for vehicle change of status and taxation classes;
- Planning, controlling and coordinating Motor Vehicle Inspection activities of inspection of motor vehicles;
- Issuing of compliance certificates;
- Preparation of budgets;
- Inspection of accident vehicles; and
- Attending court cases;
Qualifications and Experience
- At least eight (8) years relevant work experience, three (3) of which must have been in a supervisory position in a large organization;
- Bachelor’s degree in Mechanical Engineering, Automotive Engineering or a related field from a recognized institution;
- Master’s degree in any of the above disciplines from a recognized institution is an added advantage;
- Attendance of a Supervisory Course lasting not less than four (4) weeks from a recognized institution;
- A valid Driving License free from any current endorsements;
- Fulfil the requirements of Chapter 6 of the Constitution;
- Shown merit and ability as reflected in work performance and results; and
- Should also be a registered engineer with the Engineering Board of Kenya.

Security Officer I
SECURITY OFFICER I (GRADE NTSA 7) – REF: NTSA/03/2022/04
Reporting to the Security Manager, the job holder will also be responsible for planning, organizing, coordinating and leading security activities within the Authority.
Key Duties and Responsibilities
- Assist in the development, implementation and monitoring of security strategies, policies and standards;
- Ensure implementation of adequate security and safety measures at all Authority’s facilities in accordance with risk assessments, Policies and Procedures;
- Assist in coordinating security activities to safeguard Authority’s assets, employees, clients, or others at Authority’s premises;
- Support in undertaking Security Risk Assessments and coming up with mitigating measures;
- Support in conducting investigations and intelligence gathering;
- Respond to emergencies, fire alarms or intrusion alarms through the established emergency response protocols;
- Supervise staff under him/her and ensure that proper discipline is maintained in the security service;
- Liaise with relevant security agencies to ensure security of authority’s assets and business operations; and
- Manage hired security guards deployed at the Authority’s premises/facilities
Key Qualifications and Experience
- Bachelor’s degree in Social Sciences (Sociology, History, Philosophy, Anthropology or related field) from a recognized university;
- Attended Approved Security Course at Administration Police Training College (A.P.T.C) Criminal Investigation Department (C.I.D.) Training School, Police Training College, Military Training Institute or other similar institutions;
- At least four (4) years relevant work experience in the Public/Private Sector;
- Computer proficiency;
- Fulfil the requirements of Chapter 6 of the Constitution; and
- Shown merit and ability as reflected in work performance and results.
Audit Officer II – System
AUDIT OFFICER II – SYSTEMS (GRADE NTSA 8) – REF: NTSA/03/2022/05
Reporting to the Principal Audit Officer – Systems, the job holder will be responsible for development and implementation of the annual Information Systems audit plan.
Key Duties and Responsibilities
- Contribute to the development of the annual Information Systems audit plan;
- Execute Information systems audit reviews based on the annual Information Systems Audit plan;
- Conducting general ICT reviews, audits of computer systems and technical environments;
- Analyzing data for the adequacy and effectiveness of system integrity, accuracy, security and control;
- Carry out compliance audits for information systems management procedures and ensure departmental compliance to the established control framework;
- Prepare and develop detailed audit programmes for performing individual audits including the identification of key risks and controls, determination of audit scope,
- objectives and audit methodology;
- Carry out routine information systems audit investigations on areas identified by Management; and
- Conduct data extractions, analysis, and security reviews utilizing various computer assisted audit tools (CAAT).
Key Qualifications and Experience
- Bachelor’s degree in Information Systems/Computer Science/Computer Engineering;
- Certified Information Systems Auditor (CISA) qualifications or other designation; other qualifications e.g. CISM, CISSP, CRISC, CEH;
- Computer proficiency; and
- Fulfil the requirements of Chapter 6 of the Constitution.
Human Resource Officer II – Payroll And Benefits
HUMAN RESOURCE OFFICER II – PAYROLL AND BENEFITS (GRADE NTSA 8) – REF: NTSA/03/2022/6
The office holder will be responsible to the Principal HR Officer (payroll and benefits) for provision of support in processing of payroll and staff benefits in the Authority.
Key Duties and Responsibilities
- Assist in preparation of monthly payroll and payroll reports;
- Assist in keying in data in the HRIS system;
- Assist in management of staff welfare activities including benevolent fund;
- Provide support in pension & gratuity administration;
- Assist in administration of health and life insurance schemes;
- Assist in development of annual PE and programme budgets;
- Assist in development of terms of reference/specifications for staff welfare and benefits related tenders;
- Participate in preparation of HR metrics;
- Liaise with other HR staff regarding new hires, terminations, remuneration and
- conditions of service for payroll input and payroll audit support documentation;
- Ensure compliance with all applicable laws and regulations in processing of staff payroll and benefits;
- Update staff third party deductions;
- Participate in the implementation of Human Resource and Administration plans and budgets;
- Assist in planning and coordination of sporting activities and programmes including club membership;
- Process staff baggage, and transfer claims;
- Respond to staff queries on staff welfare and benefits;
- Enforcement of HR Policies and procedures relevant to staff welfare & Benefits and Labour Laws;

- Liaison with external institutions including insurance companies, banks & Saccos regarding staff deductions; and

- Bachelor’s degree in Social Sciences, Finance and Accounting, Public Administration, Business Administration, Human Resource Management or a related field from a recognized institution;
- Accounting Qualification (CPA-K) is a must for those without Finance and Accounting background;
- Diploma in Human Resources Management qualification is an added advantage;
- Membership to the Institute of Human Resource Management (IHRM);

Assistant Driver Examination Officer
ASSISTANT DRIVER EXAMINATION OFFICER REF: NTSA/03/2022/07
Reporting to the Principal Driver Examination and Quality Assurance Officer, the job holder is responsible for ensuring implementation of drivers’ curriculum and standards.
Key Duties and Responsibilities
- Ensure implementation of drivers’ curriculum and standards;
- Ensuring there is quality control in the implementation of the drivers’ curriculum including driver testing;
- Support in the implementation of medical assessment of drivers before driver training and periodically prior to re-training and re-licensing;
- Develop and implement a nationwide plan/roadmap to re-train and assess medically all drivers in Kenya to improve their road safety knowledge, skills, behaviours and attitudes to reduce the driver associated crashes;
- Administer instructor tests before licensing of the instructors training curriculum and standards; Ensuring that there is quality control in the implementation of the instructor curriculum including instructor testing; Maintenance of list of driving school instructors and driver examiners countrywide;
- Ensure strict implementation of driver training curriculum and standards especially during administration of driver test which should be in line within the curriculum;
- Ensuring that there is quality control in the implementation of the examiners’ curriculum including driver testing;
- Regular and periodic inspections of the driving schools to ensure quality control as envisaged in the driving school rules to ensure adherence to the driving schools standards; and oversee the training and testing drivers;
- Ensuring that there is quality control in the implementation of the instructor curriculum including instructor testing;
