Job Description
The Nairobi Metropolitan Area Transport Authority (NaMATA) was established by an Executive Order through Legal Notice No.18 of 17TH February 2017 with the main mandate of overseeing the establishment of an integrated, efficient, effective and sustainable public transport system within the Nairobi Metropolitan Area (NMA).
Director, Projects and Programmes
Duties and Responsibilities
Specifically, duties and responsibilities will entail:
- Development, coordination and implementation of policies, strategies, standards, procedures and guidelines on MRTS and NMT Infrastructure;
- Developing and maintaining MRTS and NMT infrastructure and associated facilities
- Reviewing, adapting and development of MRTS standards and specification;
- Ensures MRTS and NMT infrastructure is integrated with all modes of transport in NMA;
- Monitors programmes and project implementation through set timelines, budgets and resource allocation;
- Prepares periodic MRTS and NMT programmes and projects reports;
- Prepares funding proposals for MRTS and NMT projects and programmes;
- Ensures Transport plans are integrated to the land use plans in the Nairobi Metropolitan Area NMA;
- Oversees the effective implementation of approved projects and maintenance activity;
- Develops implementation agreements with other government agencies or private entities for execution;
- Develops feedback mechanisms for service delivery programmes;
- Ensures the formulation and development of a sustainable, evidential based and integrated public transport strategy for the metropolitan area;
- Ensures the formulation and development of Strategic Urban Mobility Transport Plan (SUMP) for the metropolitan area;
- Responsible for the preparation of annual work programmes and budgets for road planning and development;
- Coordinates the introduction of modern management techniques and approaches on MRTS;
- Provides guidance on contract design and management of MRTS projects
- Ensures compliance with the relevant environmental laws and social regulations
- Provides support to development initiatives in the Authority and ensuring environmental and social development issues are addressed.
Requirements for Appointment
For appointment to this grade, an officer must have:
- A minimum period of twelve (12) years in relevant work experience and at least four (4) years in management role in a position in the Public Service or Private Sector;
- Master’s degree in Civil Engineering, Architecture, Project Management/ Construction Management, Economics, Statistics, Transport Planning, Project Management, Environmental Science, Urban Management, Mathematics, or any other relevant qualifications;

Corporation Secretary/Director Legal Services
GRADE 2 ONE (1) POST
The Corporation Secretary /Director Legal Services is responsible to the Board and the Director General for providing Secretarial services to the Council, Board of Directors and is the principal legal advisor to the Authority on Litigation, Prosecution, Contracts, Regulations, Alternative Dispute Resolution and the principal governance advisor relied upon by the Council, Board of Directors and management on Governance issues.
Duties and Responsibilities
Specifically, duties and responsibilities will entail:
- Develops and reviews relevant regulatory Legal framework in accordance with the Authority’s mandate;
- Ensures Legal Audit Compliance is carried out to confirm compliance with relevant statutory requirements;
- Oversees the Board operations compliance with Mwongozo;
- Ensures the Authority’s interests is safeguarded through provision of adequate defense before the courts;
- Ensures the Authority complies with constitutional, regulatory and relevant statutory laws in force;
- Coordinates the development, implementation and management of
- the authority’s Codes, Regulations, Rules, Guidelines, By-Laws and Treaties;
- Coordinates the establishment and operationalization of the
- Authority’s Alternative Dispute Resolution Mechanism;
- Develops a Risk management for the Authority’s internal legal and regulatory matters;

Director, Public Transport Operations
GRADE 2 ONE (1) POST
The Director Public Transport Operations is responsible to the Director General for standards, registration, licensing, network management, compliance and technical quality assurance in the authority.
Duties and Responsibilities
- Develop, implement and review of Public Transport Operation’s
- policies, strategies, standards, procedures and guidelines for the Authority;
- Coordinate and manage operating contracts;
- Manage MRTS ticketing and fare collection systems
- Manage MRTS stations and depots;
- Develop and implement Public Transport Service and Fleet operations contracts
- Develop MRTS service and operational plans including scheduling and routing within the NMA;
- Coordinate and monitor schedules of public transport operations within the NMA;
- Coordinate, control and manage MRTS termini within the NMA;

- Development of safe, reliable and clean commuter rail transport infrastructure;
- Provision of technical advice on commuter rail infrastructure within the NMA;
- Undertake research on Commuter Rail Infrastructure;
- Maintaining safe custody of Commuter Rail Infrastructure data for policy decision making;
