Organizational Settings
The Sub-regional Resilience Team for Eastern Africa (RTEA), based in Nairobi, and in close coordination with Intergovernmental Authority on Development (IGAD), is providing strategic, programmatic and technical guidance to FAO and member country programmes on the resilience agenda. Recognizing its complementary function to enhance country-level efforts in the resilience agenda, the sub-regional resilience team contributes to increasing the resilience of livelihoods to threats and crises in Eastern Africa through the achievement of the following four outcomes:
- Outcome 1: Countries adopted or implemented legal, policy and institutional systems and frameworks for risk reduction and crisis management;
- Outcome 2: Countries made use of regular information and early warning against potential, known and emerging threats;
- Outcome 3: Countries reduced risk and vulnerability at household and community level; and
- Outcome 4: Countries prepared for and managed effective responses to disasters and crises.
Reporting Lines The Geographical Information Systems (GIS) Specialist reports to the Resilience Coordinator of the Resilience Team for Eastern Africa (RTEA), under the overall guidance of FAO Representative in Kenya. Technical Focus Support the implementation of FAO-RTEA’s four strategic focus areas on building resilience in Eastern Africa through the provision of GIS and information management skills and services. The Geographical Information Systems (GIS) Specialist will specifically support the implementation of two projects:
- the Dutch-funded Food and Nutrition Security Resilience Programme (FNS-REPRO, GCP/GLO/997/NET)
- the Swedish-funded Early Warning Tools for Increased Resilience of Livelihoods in IGAD Region (OSRO/INT/001/SWE)
Tasks and responsibilities

- Provide technical support and guidance to FAO RTEA and country project teams in the use of GIS based technologies for GCP/GLO/997/NET and OSRO/INT/001/SWE project delivery;
- Assist in building national and regional GIS capacity for the roll-out of livestock early warning tools across Eastern Africa, including the following: Predictive Livestock Early Warning System (PLEWS), Animal Feed Balance Sheet (AFBS) and Pictorial Evaluation Tool (PET);
- Support the testing and setup of national GIS/information portals and develop user guidance materials on livestock early warning tools;
- Support the generation of regular PLEWS products across the Eastern Africa region;
- Provide GIS technical guidance during the review of existing predictive food security models, and support the development of related early warning-early action tools and dashboards;
- Participate in relevant GCP/GLO/997/NET project assessments;
- In collaboration with the MEAL expert, put in place a spatial system tailored to the RTEA programme of work for regular spatial country/field data collection exercises;
- Develop training resources on geographical information systems and on scenario development tools and deliver trainings, as needed;
- Provide GIS support and cartographic services to RTEA and stakeholders, including donors, government counterparts and implementing partners, including map-making, data analysis and the development of location-based communication products for proposal development and advocacy; and
- Performs other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
- University degree in Geographical Information Systems (GIS), remote sensing, or other relevant field;
- 3 years of relevant experience in applications of GIS and information technology for agriculture, natural resources and land-use suitability evaluation and socio-agricultural scenario development.
- Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian), preferably Arabic for COF.REG.
- Working knowledge of English for PSA.SBS. The working knowledge of Arabic would be an asset.

Technical/Functional Skills
- Experience with one or more of the following disciplines: GIS, remote sensing, information systems development and management, early warning tools for livestock and/or food security;
- Familiarity in HTML and principles of internet web design and maintenance;
- Understanding of FAO policies, programmes and tools is considered a strong asset, in particular relating to PLEWS, AFBS PET, and/or early warning early action.
- Ability to analyze data, synthesize complex technical information, and communicate it clearly and concisely through written technical reports;
- Ability to present information and data in understandable tables and graphs;
- Strong oral communications skills;
- Excellent strategic visioning, creative thinking and problem solving skills;
- High level of integrity and accountability, commitment, and flexible approaches to work;
- Ability to work under pressure and within multidisciplinary teams of different cultural backgrounds; and
- Work experience in East Africa is desirable
- Experience in environmental modelling with knowledge of data handling and processing, database and web pages administration as well as applications of statistical and modelling methods (e.g. soil, crop, hydrological, or meteorological statistics and probability analysis);
- Expertise in map compilation using ArcGIS, or other GIS based software
- Expertise in using mobile platforms in data collection and dissemination
